Staff Counsel, NY Mayor’s Office of Media and Entertainment

The City of New York (City) Mayor’s Office of Media and Entertainment (MOME) works to support New York City’s thriving creative economy and make it accessible to all. The agency comprises five divisions: the Office of Film, Theatre and Broadcasting, which coordinates film and television production in public places; NYC Media, the largest municipal television and radio broadcasting entity in the country; workforce and educational initiatives in film, television, theater, music, publishing, advertising and digital content; the Office of Nightlife, which supports the sustainable development of New York City’s nightlife industry; and the Press Credential Unit.

Under supervision of the General Counsel with latitude for independent and un-reviewed action and decision, the Agency Attorney performs the following tasks:

  • Interact frequently with internal stakeholders in the workforce and educational initiatives division, the Office of Nightlife, NYC Media, and senior leadership to draft a variety of government contracts, interagency memoranda of understanding, and solicitations;
  • Advise on issues relating to procurement and the NYC Procurement Policy Board Rules and other state and federal procurement laws;
  • Follow processes required by PASSPort, the City’s contract review portal, and the requisition system;
  • Perform responsibility determinations of and/or vet potential partners and vendors;
  • Serve as the lead attorney on MOME’s Marketing Credit Program (43 RCNY Chap. 15) and Made in NY license programs for digital games and film and television;
  • Be available to MOME employees for consultation and problem-solving;
  • Advise on copyright and trademark issues and liaise with the Law Department’s intellectual property subject matter experts;
  • Cooperate with the Agency Chief Contracting Officer and Law Department’s Contracts and Real Estate Division;
  • Assist in providing legal counsel on other matters as assigned by the General Counsel;
  • Draft and review guidance documents, newsletters, and communications;
  • Review promotional materials for compliance with law and agency standards;
  • Support NYC Media by performing program reviews and researching legal issues relating to the television and radio stations;
  • Work on employment and ethics issues;
  • Gather data for, draft, and publish reports;
  • Supervise legal interns and fellows;
  • Work on legal compliance projects;
  • Work on the agency’s legislative agenda;
  • Participate in division and agency projects; and
  • Perform special projects and initiatives as assigned.

Minimum Qualification Requirements

  1. Admission to the New York State Bar; and either “2” or “3” below.
  2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  3. Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
